It's possible that these extensions may not be maintained anymore and are falling short of the TYPO3 4.0.x requirements. That's just a theory not a fact. It seems the author of both extensions has not updated them since 2005.
Considering that TYPO3 is planning on making some API changes between TYPO3 4.5 and 5.0 I recommend either locating the developer and paying him to fix the issue if it is related to the 4.x series or find another solution.
I believe there is a way for TYPO3 to publish static documents on it's own but it's been years since I tried that. If you do a search at the official TYPO3 support forums it appears this technique is becoming outdated.
