I did some research and found a possible solution:
config.prefixLocalAnchors = all

Subject: Problem with empty anchor
Hi I need help
When i create a text and put the empty anchor (RTE)
example:
<a href="anker:help1"></a>
after save the empty anchor disappear. When i put same sign inside the tag (can be a space), example:
<a href="anker:help1"> </a>
everything is ok
But i want create empty anchor

If anybody know how solved this problem i will be glad
