Anytime and yes, TYPO3 continues to count page IDs even if you delete the pages. The safest approach is to start with a clean database.

Ah!
I didn't know it would have such impacts on the system, You're right, I had some sites in there before. Isn't it enough if I just clean the database which contained the content? Or does Typo3 continue to count the IDs anyway?

I just had a look at your BE and notice your root pid starts with id=27 instead of id=1. This usually occurs if the .t3d import is done over an existing TYPO3 installation with existing pids in the database.

Try a fresh install and a fresh database with no existing database tables. This is what you should see. It is very important that these page ids be in this order or nothing will work including the extensions.

New TYPO3 site
