It will help if you list was OS and TYPO3 version you are using as well as all extensions that you installed. Are you using the Zen Wireframe extension set?
Are you able to send me an email so I can have a look at your access lists? If not then posting a few screen shots will help. Ideally yugma.com will help us pin down any issues. It's very difficult to second guess problems like this using a forum.
Most likely because this is a permissions setting issue not an error?
Try disabling things and use the process of elimination to determine if it is indeed language settings or something else. I recommend cloning the current site and creating a separate development site for testing and tearing things down to save time.
I have never had this problem on my end. I have setup quite a few user group dependent Extranets too. Also I have never used an alternative language.
